What is the RO e-Transport System?

 

The RO e-Transport System is the Romanian national system that monitors road transport on the national territory of goods with high fiscal risk and all international road transport of goods on the national territory. Based on the declaration of the transport in RO e-Transport an UIT code will be provided. The UIT code is a string of 16 digits and letters and contains the name of the company that requested it, the period of validity and the registration numbers of the vehicle containing the goods for which the UIT code was issued.

 

Who has the obligation to declare the data related to the road transport on the national territory of goods with high fiscal risk or international transport of goods in the RO e-Transport System?

  • the recipient (importer) listed in the import customs declaration
  • the sender (exporter) listed in the export customs declaration
  • the beneficiary from Romania (intra-community purchases)
  • the Romanian supplier (internal transactions or intra-community deliveries)
  • the warehouse keeper, in the case of goods that are the subject of intra-community transactions in transit, both for goods unloaded on Romanian territory for storage or for the formation of a new shipment from one or more consignments of goods, as well as for goods loaded after storage or after the formation of a new transport on the national territory from one or more consignments of goods

 

Into one word: NOT THE CARRIER!

 

Who is the operator that must be mentioned in the RO e-Transport System in the section dedicated to transport, if the freight forwarding company engages the transport on behalf of the client?

 

  • the client's company, when it owns means of transport with which the transport is carried out
  • the carrier itself, when there is a direct economic relationship between the customer and the carrier
  • the freight forwarding company when it, as an interposed entity, takes the order from the customer and forwards it to the road transport operator

 

How long before the start of the transport can the UIT code be generated?

 

With a maximum of 3 calendar days before the date declared for the start of the transport, but until the presentation at the road border crossing point upon entering Romania (for intra-community purchases) or at the place of import (for import), respectively the actual starting of the vehicle (for export or intra-community deliveries), as the case may be.

 

!!!! You must receive the UIT code BEFORE PRESENTING TO THE ROAD BORDER CROSSING POINT, UPON ENTERING ROMANIA!!!!

 

What is the validity period of the UIT code?

 

  • 5 calendar days
  • or
  • 15 calendar days, in the following situations
    • intra-community purchases of goods,

    • the transport of goods that are the subject of intra-community transactions in transit on the territory of Romania, from the road border crossing point upon entering Romania to the place of unloading for storage or for the formation of a new transport on the national territory,

    • the transport of goods on the national territory as part of commercial operations representing a non-transfer and the transport of goods representing stocks at the customer's disposal,

starting from the date declared for the start of the transport.

 

The use by the road transport operator of the UIT code beyond its validity period is prohibited.

 

For the transport of goods carried out in the groupage system, a number of UIT codes is held equal to the number of consignments of goods that are the object of the respective transport, which meet the declaration conditions in RO e-Transport.
